Timeline of the COVID-19 Pandemic
The purpose of this page is to have a living document of the history of various health officials and governments and others prior to (where relevant) and during the COVID-19 pandemic. The spine of this began with the use of Epoch Time's COVID-19 Outbreak and Coverup. The goal of course is to provide more than just what they already have but expand it further with pages that express more detail about each event and add more where they may have missed something or exclude some that may be less relevant.

A bioterrorism exercise called “Dark Winter” is run at Andrews Air Force Base in Washington, DC by the Johns Hopkins Center for Health Security, the Center for Strategic and International Studies CSIS, ANSER and the Memorial Institute for the Prevention of Terrorism.6)
The exercise simulated a bioweapon attack on the United States using an aerosolized smallpox, and contained elements that seem to echo in the forthcoming 9/11 and Amerithrax terrorist attacks.7)

A coronavirus reservoir is discovered in horseshoe bats located in Yunnan province14)15)16)17) by director Shi Zheng-li at the Wuhan Institute of Virology (WIV).
On September 14, 2005, the European Union signs Decree No. 2005-1181 that authorises the creation of a biosafety level 4 laboratory for the WIV, despite repeated warnings from the Americans about the dangers of such a lab being weaponised.18) The terms of the deal were gradually eroded by China, who replaced the French design firm with IPPR Engineering International, suspected by Western intelligence services to be controlled by the PLA. The deal was supported and led by Alain Mérieux, billionaire chairman of Institut Mérieux, which was founded by his grandfather Marcel Mérieux in 1897,19) but even he quit in frustration. “It’s a very Chinese operation,” he declared. “It’s entirely theirs, even though it was developed with technical assistance from France.”20) The original deal had up to fifty French scientists working at the new lab, partly to conduct research and partly to oversee safety procedures; in the event, only one token French scientist ever set foot inside the building.

The avian flu outbreak of 2006 never came to much, in and of itself. However, it helped to usher in some of the thinking and language we are seeing today. It may be surprising to find that the strategy of lockdowns and social distancing have such a long history; it may not be surprising at all to learn that these did not, in fact, come from epidemiologists or doctors, but rather from computer modellers and politicians.21)
An early paper called 'Targeted Social Distancing Designs for Pandemic Influenza', that is still available on the CDC site22), shows the two lead authors as Robert J. Glass and Laura M. Glass. This is not, as one might suspect, a husband and wife team, but rather a father and daughter team; the entire paper is based on a computer simulation that Laura build for a high school project when she was 15 years old. In 2020, she refused to be interviewed by the Albuquerque Journal, but they state that,
“Laura, with some guidance from her dad, devised a computer simulation that showed how people – family members, co-workers, students in schools, people in social situations – interact. What she discovered was that school kids come in contact with about 140 people a day, more than any other group. Based on that finding, her program showed that in a hypothetical town of 10,000 people, 5,000 would be infected during a pandemic if no measures were taken, but only 500 would be infected if the schools were closed.” 23)
So while daughter was a high school student at the time, father Robert was a complex-systems analyst with Sandia National Laboratories. He had no medical training, much less an expertise in immunology or epidemiology.24)
The paper triggered a rather thorough refutation of the entire lockdown model, also published in 2006, from which the conclusion reads,
“Experience has shown that communities faced with epidemics or other adverse events respond best and with the least anxiety when the normal social functioning of the community is least disrupted. Strong political and public health leadership to provide reassurance and to ensure that needed medical care services are provided are critical elements. If either is seen to be less than optimal, a manageable epidemic could move toward catastrophe.” 25)

A paper is published by the Centers for Disease Control and Prevention (CDC) called 'Interim Pre-pandemic Planning Guidance: Community Strategy for Pandemic Influenza Mitigation in the United States — Early, Targeted, Layered Use of Nonpharmaceutical Interventions'26) that arguably concludes against lockdowns.

In 2007 a paper is published in the Journal of Virology on the possibilities of manipulating bat coronaviruses to infect humans using HIV.27)

PREDICT is established by the USAID U.S. Agency for International Development to survey animal viruses with the potential of cross-species infection to humans, headed by Dennis Carroll.
“PREDICT, a project of USAID’s Emerging Pandemic Threats (EPT) program, was initiated in 2009 to strengthen global capacity for detection and discovery of zoonotic viruses with pandemic potential. Those include coronaviruses, the family to which SARS and MERS belong; paramyxoviruses, like Nipah virus; influenza viruses; and filoviruses, like the ebolavirus.”31)

It is worth noting that the decade of funding for PREDICT-2 came to an end just a few weeks before the SARS-Cov2 outbreak began, leaving “the closely connected Global Virome Project and a much broader coalition of multidisciplinary research in the lurch”.32)

A diplomatic cable published by WikiLeaks includes talking points for France by Hilary Clinton's State Department in preparation for the 2009 Australia Group (AG) plenary session in Paris, September 21-25. The cable confirms that France is assisting the Wuhan Institute of Virology with setting up their biosafety Level 4 lab. There are concerns about the possibility of the lab being used for bioweapons research, especially since the project overtly has a part-civilian, part-Chinese military purpose.
“The U.S. believes participants would benefit from hearing about your experiences assisting China in setting up a Biosafety Level-4 (BSL-4) laboratory at the Wuhan Institute of Virology from the export control and intangible technology transfer perspectives.”33)
In the same month, the WHO announces the start of a swine flu pandemic.34) Less than a year later, it was called “one of the greatest medical scandals of the century” by a leading healthcare expert in Brussels, Dr. Wolfgang Wodarg,35) who was the Chairman of the Council of Europe's Health Committee at the time (and a very early opponent of the mRNA Covid interventions36)). He accused major pharmaceutical firms of intentionally creating an atmosphere of panic, and unduly influencing the decisions made by the World Health Organization, especially in lowering the threshold for declaring a pandemic. (If this is sounding eerily familiar to you, you are not alone.) The “experts” predicted 64,000 deaths in Britain alone; ten months into the pandemic, 355 Britons had died. It appears that the threat was “vastly exaggerated” by profit-seeking Big Pharma.

2012
A bat virus causes another epidemic and is dubbed Middle East Respiratory Syndrome. Virologist Tian Junhua41) collects bats for study at the Wuhan Center Disease Control and has apparently captured over 10,000 of them during the course of his field work. A 7-minute video featuring Tian Junhua shows him collecting bat samples from caves in Hubei Province; he's shown wearing boots, disposable overalls and gloves, a cloth mask and goggles, though we also see him with his hood down and mask and goggles in his hand, while apparently still inside a cave.42)
Anthony Fauci reports to the Senate Homeland Security committee that the NIAID is funding experiments in which viruses are modified for aerosol transmission. (So says the Epoch Times; the entire original transcript needs checking.) 43)

A piece focusing on work on the H5N1 virus appears in Nature called Call to censor flu studies draws fire which opens with the line: “I don’t like to scare people,” says microbiologist Paul Keim. “But the worst-case scenarios here are just enormous.”

“Critics say controversy over publication of mutant-H5N1 research highlights biosecurity weaknesses… Keim, who chairs the US National Science Advisory Board for Biosecurity (NSABB), is reflecting on its unprecedented recommendation to censor two scientific papers describing how to make a more transmissible form of the H5N1 avian flu virus. Others complain, however, that the NSABB has done too little, too late, to protect the world from a potentially dangerous man-made pathogen.”44)

In April, miners in the Mojiang County become ill with what could be described as COVID-19-like symptoms, two of whom die.45)

Four of the initial survivors of Mojiang County are tested and found to have antibodies for a SARS-like virus and another of them dies, bringing the total number of deaths to three.

A study funded by the NIAID publishes a paper called “Airborne Transmission of Influenza A/H5N1 Virus Between Ferrets” in the Journal of Science on the genetic modification of avian flu to make it airborne.46) It is likely this is one of the papers that some were calling to be censored, due to the potentially dangerous nature of the findings, some six months earlier.47)

Anthony Fauci delivers a talk called “The Way Forward in Influenza Research” where he offers a defense of gain-of-function research and asserts its importance. In October it is published as a paper.48)
2013
Over the course of eight years, the DoD provides Daszak's Ecohealth Alliance with funds amounting to $39 million.
“Meticulous investigation of U.S. government databases reveals that Pentagon funding for the EcoHealth Alliance from 2013 to 2020, including contracts, grants and subcontracts, was just under $39 million. Most, $34.6 million, was from the Defense Threat Reduction Agency DTRA, which is a branch of the DOD which states it is tasked to “counter and deter weapons of mass destruction and improvised threat networks”. […] Most of the remaining money to EHA was from USAID (State Dept.), comprising at least $64,700,000. These two sources thus total over $103 million.”49)

Edward Holmes and Tian Juan-hua publish “Phylogeny and Origins of Hantaviruses Harbored by Bats, Insectivores, and Rodents” in PLOS Pathogens.51) .
May 2013
A master thesis is published at Kunming Medical University on the virus that killed three men at the Moijang mine in 2012.52) The paper challenges the conclusion previously made by Shi Zhengli that bat coronaviruses are not contagious to humans.
July 2013
Due to the thesis done at Kunming Medical University, Shi Zhengli and her team focuses more on the Mojiang Mine and discover the virus named RaTG13.53) Samples of the Mojiang virus are sent back to the Wuhan Institute of Virology for analysis and storage. The virus is the closest known relative to SARS-COV-2, which causes COVID-19.

The Galveston National Laboratory in Texas trains Chinese researches on biosafety Level 4 work, replacing France, prior to the startup of the Level 4 lab at Wuhan Institute of Virology.

Shi Zhengli, Peter Daszak, and others publish “Isolation and characterization of a bat SARS-like coronavirus that uses the ACE2 receptor”, funded by NIAID, in which they claim to have isolated a live coronavirus from horseshoe bats. The virus is named WIV1 for Wuhan Institute of Virology 1.54)

The first documentation of the virus RaBTCoV/4991 appears in a thesis from the Wuhan Institute of Virology, which may or may not be this. It mentions the infection of the six miners at Mojiang and the subsequent deaths of three of them.55)56)
Luigi Warren explored a theses that, “for unknown reasons, Shi Zhengli (famous “Bat Woman” of the Wuhan Institute of Virology) has obfuscated the connection between SARS-2’s nearest known relative, RaBtCoV/4991, aka RaTG13, and her own research, and has elided that she discovered this virus in 2013 while investigating a still-unexplained outbreak of fatal pneumonias in a bat-infested, disused mineshaft located in the Mojiang County of Yunnan Province”.57)58)
On May 27, 2014, EcoHealth Alliance is awarded $666,442 by the NIH for “Understanding the Risk of Bat Coronavirus Emergence”.59). The original PDF is here and here (just in case…).

From an article in Nature called “Biosafety in the Balance”;
“The news last week of an accident involving live anthrax bacteria at the US Centers for Disease Control and Prevention (CDC) in Atlanta, Georgia, is troubling. Some 84 workers were potentially exposed to the deadly Ames strain at three CDC labs. But the incident will cause much wider ripples: it highlights the risks of the current proliferation of biocontainment labs and work on dangerous pathogens. If an accident can happen at the CDC, then it can happen anywhere. A CDC analysis in 2012 reported, for example, that there were 727 incidents of theft, loss or release of Select Agents and Toxins in the United States between 2004 and 2010, resulting in 11 laboratory-acquired infections and no secondary transmission”.61)

The Obama administration announces a moratorium on gain-of-function research. NIH Director Francis Collins disagrees with the decision and says that “these studies, however, also entail biosafety and biosecurity risks, which need to be understood better”.
“At a public meeting of the National Science Advisory Board for Biosecurity (NSABB) in Bethesda, Maryland, on 22 October, researchers complained that development of seasonal influenza vaccines and antiviral drugs might be hampered by the move. Some also made the case for continuing controversial gain-of-function experiments similar to the ones published in 2012 by Yoshihiro Kawaoka of the University of Wisconsin–Madison, whose team modified avian flu viruses to be transmissible in ferrets. Such experiments demonstrate in principle how a bird virus could start spreading among humans. The moratorium, announced on 17 October by the White House Office of Science and Technology Policy, suspends new grants for gain-of-function research involving flu, Middle East respiratory syndrome (MERS) and severe acute respiratory syndrome (SARS).”62)

Work begins inside the newly built Level 4 lab, following three years of trial operations, having “recently passed an assessment organized by the National Health and Family Planning Commission”.84)
The U.S. Embassy in Beijing sends diplomatic cables warning about the management and safety of the Wuhan Institute of Virology. From the Washington Post article, the January cable stated,
“During interactions with scientists at the WIV laboratory, they [diplomats] noted the new lab has a serious shortage of appropriately trained technicians and investigators needed to safely operate this high-containment laboratory.“
The article goes on to say that the cables were warnings and a request for assistance from the United States.85)

Shi, Daszak, and others publish 'Serological Evidence of Bat SARS-Related Coronavirus Infection in Humans, China', in which they concluded,
“These results indicate that some SARSr-CoVs may have high potential to infect human cells, without the necessity for an intermediate host. However, to date, no evidence of direct transmission of SARSr-CoVs from bats to people has been reported.”86)
They neglect to mention experiments the WIV lab already performed to see if human cells could be infected within the lab.

In the spring EcoHealth Alliance submitted an application for gain-of-function research funding to Darpa titled Project DEFUSE: Defusing the Threat of Bat-borne Coronaviruses.87) It was later rejected.88) For more, see this document on project DEFUSE.

A study called 'Fatal swine acute diarrhoea syndrome caused by an HKU2-related coronavirus of bat origin' by Shi Zhengli and Daskak, funded by the NIAID, is published in which the researchers admit to the presence of live animals at the Wuhan Institute of Virology.89)
Daszak would deny later that live bats were kept at that facility.90)

The 'Fauci files'91)92), a series of emails released as a result of an FOIA request, show links between Anthony Fauci, the NIH, and the Wellcome Trust in the UK, headed by Sir Jeremy Farrar.93)
Farrar has now published a memoir called 'Spike: The Virus v the People'94), in which he admits to being initially terrified that the virus may have come from the lab, but has since stuck to the idea that it emerged naturally. This was expressed in a letter to The Lancet that he co-authored (along with Daszak and others) in March 2020 95), and then doubles-down in a follow-up letter, also in The Lancet, in July, 2021.96)

They also state that the presence of antibodies against the diseases in humans living near the caves of coronavirus infected bats suggests transmissibility to humans.

The assessment stated: “We assess that the United States and the world will remain vulnerable to the next flu pandemic or largescale outbreak of a contagious disease that could lead to massive rates of death and disability, severely affect the world economy, strain international resources, and increase calls on the United States for support.”97)

Botao Xiao, a researcher from the South China University of Technology and a postdoctoral research fellow at Harvard Medical School and Boston Children’s Hospital,157) publishes a co-authored a paper on ResearchGate (that was quickly withdrawn)158) called “The possible origins of 2019-nCoV coronavirus”159) which comprehensively refutes the zoonotic origin story, concluding that;
The bats carrying CoV ZC45 were originally found in Yunnan or Zhejiang province, both of which were more than 900 kilometers away from the seafood market. Bats were normally found to live in caves and trees. But the seafood market is in a densely-populated district of Wuhan, a metropolitan [area] of ~15 million people. The probability was very low for the bats to fly to the market. According to municipal reports and the testimonies of 31 residents and 28 visitors, the bat was never a food source in the city, and no bat was traded in the market.160)

It details the symptoms and treatment of the miners and reveals Dr. Zhong Nanshanw, China’s SARs expert, was consulted on the cases. According to the thesis, the Wuhan Institute of Virology had analyzed the miners' biological samples. It concludes the miners’ illness and death could be caused by a SARS-like coronavirus from a horseshoe bat. An article by Guy Hatchard in The Conservative Woman attempts to dig deeper into reports of a surge in cancers since the rollout of the Covid-19 biologics. 240) He cites an analysis by Phinance Technologies of the Personal Independence Payment (PIP) claims in the UK; these are the welfare benefits paid to those rendered unable to work by severe, on-going disability caused by injury or disease.
In 2022, the number of claims made across all age groups was 77% higher than the 2016-2019 average, an increase of around 372,000 extra cases; for cancer specifically, the number was 35% higher, an increase of 12,271 cases. As Hatchard points out,
'It is interesting that a 79 per cent increase in early onset cancers over a 30-year period has elicited mainstream media concern,241) whereas a 35 per cent rise in cancer incidence over one year after the vaccine rollout began, a rate 13 times higher, has been ignored.'

Introduction
“The proximal origin of SARS-CoV-2” is one of the most influential scientific articles in history.
In February 2020 — about a month before a pandemic had been declared — five top virologists huddled to examine aspects of a rapidly emerging coronavirus that seemed primed to infect human cells. (The furin cleavage site kept one virologist up all night.) A few days later, they concluded the virus had not been engineered. In March, their conclusions were published in Nature Medicine.
“We do not believe that any type of laboratory-based scenario is plausible,” the article read.
The article assured much of the media, Washington and the broader infectious disease community that there was no need to scrutinize the labs at the pandemic’s epicenter in Wuhan, China. The Wuhan Institute of Virology is well known for research on SARS-like coronaviruses, including gain-of-function research. Though a “correspondence” and not a formal paper, the article has been cited in the press 2,127 times.
It took 15 months and a Freedom of Information Act lawsuit to reveal that each of the five authors had expressed private concerns about engineering or the Wuhan Institute of Virology’s store of novel coronaviruses.
Also troubling: A confidential teleconference organized by Wellcome Trust Director Jeremy Farrar had framed early drafts of the article. But several scientists on the call had undisclosed conflicts of interest.
Two authors were later found to have collaborated with the Wuhan lab or its American partner, EcoHealth Alliance. The name of another virologist on the call but not publicly credited is synonymous with controversial viral engineering.
Also present on the call for “advice and leadership” but not publicly credited: director of the National Institutes of Health Francis Collins and director of the NIH’s National Institute of Allergy and Infectious Diseases Anthony Fauci. NIAID had funded the Wuhan Institute of Virology — a fact Fauci had been alerted to by late January.
The scientists’ familiarity with the Wuhan Institute of Virology’s work on novel coronaviruses calls into question a central premise of the paper — that SARS-CoV-2 could not have been engineered because it appeared to be novel.
Farrar said that “proximal origin” was motivated by the absence of an investigation by the WHO. However, emails show that Farrar simultaneously shepherded along the article and appealed to the WHO.
This timeline compiles several sources in an effort to flesh out the backstory of the enormously influential article. The timeline is likely to grow as more information emerges. All times have been approximated to Eastern Time.
The authors of the “proximal origin” article are Scripps Research virologist Kristian Andersen, University of Sydney virologist Edward Holmes, Tulane School of Medicine virologist Robert Garry, University of Edinburgh virologist Andrew Rambaut and Columbia University virologist Ian Lipkin.
“Just a few of us – Eddie, Kristian, Tony and I – were now privy to sensitive information that, if proved to be true, might set off a whole series of events that would be far bigger than any of us. It felt as if a storm was gathering,” Farrar wrote of the period leading up the publication of “proximal origin.” 248)
