National Level Exercise 2009
National Level Exercise 2009 (NLE 09) was a national counter-terrorism exercise conducted by the Federal Emergency Management Agency (FEMA) from July 27-31, 2009.
It was described by FEMA as the “first major exercise conducted by the United States government that will focus exclusively on terrorism prevention and protection, as opposed to incident response and recovery.”1)
The exercise was mandated by the United States Congress and directed by the White House.
