Guidelines

The WHO is still saying, in a 2019 paper called 'Non-pharmaceutical public health measures for mitigating the risk and impact of epidemic and pandemic influenza', that contact tracing is “not recommended in any circumstances” - and that applies to both an epidemic and a pandemic.
