They are at around 40% vaccinated, and the programme has come to “a screeching halt”, leaving the government with warehouses full of does about to expire. The fragility of South Africa and the relatively recent apartheid history makes the prospect of vaccine passports, or mandatory vaccinations, a very fraught decision.
