Kieran Moore

Dr. Kieran Moore is the Chief Medical Officer of Health (CMOH) for Public Health Ontario. He started in the position in June 2021.1)

He is employed as Adjunct Professor and Medical Officer for Health of the Department of Emergency and Family Medicine at Queen's University, where he is also Program Director of Public Health and Preventative Medicine.2)

Moore is also the Director of the Canadian Lyme Disease Research Network, for which he applied for funding through the Canadian Institute for Health Information.3) 4) The network is partnered with the BC Centre for Disease Control (BCCDC), Canadian Center for Vaccinology, Johns Hopkins School of Medicine, KFL&A Public Health Informatics, SPOR Evidence Alliance (Ontario Support Unit), Public Health Ontario, Queen's University, University of British Columbia (UBC), and University of Toronto, among others.5)

He acted as Medical Officer of Health and CEO of KFL&A Public Health Informatics from 2011 to 2021, which receives funding from the Canadian Institute for Health Information, Public Health Ontario and Ontario Ministry of Health.6) 7) He also delivered paid COVID-19 presentations for the Ontario College of Family Physicians (OCFP).

Moore's salary and benefits at KFL&A Public Health Informatics for 2020 was $414,872.03. This was an increase of 21% from his 2019 salary of $327,699.21, which was itself a 13.5% increase from 2018.8)

College of Physicians and Surgeons of Ontario

Moore was interviewed by Stuart Foxman for the eDialogue magazine published by the College of Physicians and Surgeons of Ontario in September 2021 for an article titled “Vaccine Hesitancy”. He states roughly 95% of the population will be open to immunization, and they should be convinced to do so. Among other false statements made, he claims “none of us had ever been exposed to the virus or had a chance to build immunity to protect us from it. This left all of us at risk of getting COVID-19. This is a part of why vaccines are so key.”9)

Ontario College of Family Physicians

Moore delivered a paid presentation to the Ontario College of Family Physicians titled “The COVID-19 Vaccine: Newly approved vaccines, public health collaboration, and more” as a part of a series called “Changing the Way We Work”. It was jointly delivered with the University of Toronto.10)

Public Health Ontario

In his role as CMOH, Moore commissioned the creation of the Ontario Immunization Advisory Committee (OIAC) in August 2021. “The focus of the Committee’s work is on publicly-funded vaccines and immunization programs in Ontario, including COVID-19, and those under consideration for new programming.”11)

COVID-19

Vaccine Program

In February 2021, Moore was added to Ontario's COVID-19 Vaccine Distribution Task Force.12) During a presentation the following month, he disclosed receiving funding from COVID-19 vaccine product manufacturer Pfizer. Moore became Ontario's Chief Medical Officer of Health only three months after that.

In July 2022, Moore claimed that an estimated 1 in 5000 chance of developing myocarditis after receiving a COVID-19 vaccine.13) Dr. Kate Hanneman, Director of Cardiac Imaging Research at the Peter Munk Cardiac Centre, contested that figure, stating the true rate was “much lower”. However, she noted that the centre had “seen an increase in the number of patients referred for imaging assessment of suspected myocarditis in the past two years.” Journalist Anthony Furey pointed out that “a more in-depth report” from Public Health Ontario showed that as of November 2021, there had been 400 people in Ontario sent to the ER for vaccine-related heart issues, and 20 of them were placed in the ICU.14)

Relationships with Pharmaceutical Companies

Moore receives funding from Pfizer as a member of their Lyme Disease Advisory Board.15) Rebel News reported on this connection, suggesting the self-reported conflict of interest may be to blame for divisive comments made about those who chose not to receive a COVID-19 vaccine and his singular focus on highly flawed, low-quality modelling to assess the threat of COVID-19.16) 17)
