The WHO is still saying, in a 2019 paper called [[https://apps.who.int/iris/bitstream/handle/10665/329438/9789241516839-eng.pdf#page=9 | 'Non-pharmaceutical public health measures for mitigating the risk and impact of epidemic and pandemic influenza']], that contact tracing is "not recommended in any circumstances" - and that applies to both an epidemic and a pandemic.
