The purpose of a notice of liability is to inform a party with relevant facts and law about their conduct. If that person is breaking laws and causing injury, they can't claim ignorance after they have been served the notice of liability (NOL)

Many activists have served NOLs to local officials over lockdowns, masks, and vaccines.
